PIERMONT, N.Y. — It was a gorgeous midsummer night on the banks of the Hudson, the first Friday since the recent heat wave broke, and business at Pier 701, this riverfront village’s newest restaurant, was brisk. Diners and revelers chatted happily on the new sprawling wooden deck, and across the darkened river the lights of Tarrytown twinkled.
