A forgotten part of the false Weapons of Mass Destruction (WMD) charge that was used to justify the U.S. invasion of Iraq was the smallpox vaccination campaign pitched by President George W. Bush in his state of the Union address in 2003. Few of the public responded but mass vaccination of soldiers against the non-existent threat was ordered. There was intense debate about compensation in the Congress.
